The Mayflower set out from Plymouth, England, on September 7, 1620, and anchored near Provincetown, Massachusetts, on November 21 of the same year. The leaders of the

expedition were only granted authority for settlement in northern Virginia, not New England. Because the passengers had not landed where they intended to, some passengers began discussing leaving the group, according to Bradford. A group of the pilgrims drafted the Mayflower Compact, intended to form the settlers into a group that would elect and follow leaders and abide by common laws. 41 male passengers signed the document which effectively established the colony's own government.
